Освіта вища, у 1989 р. закінчив Львівський політехнічний інститут, факультет електронної техніки, інженер електронної техніки.

У 1982-1984 рр. та у 1986-1989 рр. - студент Львівського політехнічного інституту.

У 1984-1986 рр. - служба в армії.

У 1989-1994 рр. - майстер дільниці, начальник техбюро цеху, головний конструктор Рівненського заводу "Газотрон".

У 1994 р. - заступник голови Рівненської облради народних депутатів.

У 1996 р. - голова комітету економіки Рівненської облдержадміністрації

З 09.1997 р. по 09.1998 р. - заступник міністра Міністерства України у справах науки і технологій.

З 09.1998 р. по 04.1999 р. - помічник Прем'єр-міністра України. З 04.1999 р. по 04.2002 р. - помічник-консультант народного депутата України О.Мороза, Секретаріат ВР України. Секретар Політради СПУ у 1996-1998 рр. З 12.2000 р. - співголова акції "Україна без Кучми". Член ради акцій протесту, представник Громадянського комітету захисту Конституції "Україна без Кучми" для ведення переговорів з представниками режиму з 02.2001 р.

З квітня 2002 р. народний депутат України 4 скликання від СПУ.

27 вересня 2005р. призначений на посаду Міністра внутрішніх справ.

4 серпня 2006 року призначений Верховною Радою України на посаду Міністра внутрішніх справ.

can somebody please clarify an obtuse section?

Article says:

In the 2014 Ukrainian parliamentary election Iryna Lutsenko tried to get re-elected into parliament; this time by placing 70th on the electoral list of Petro Poroshenko Bloc; but Petro Poroshenko Bloc gained 63 seats by electoral list.[100][101] After fellow Petro Poroshenko Bloc members left parliament she returned to parliament on 27 January 2015.[27]

What placing 70th on some list implies, & how a list of some Bloc is significant, & how gaining 63 seats, & how Bloc members leaving has to do with a return to parliament, is not explained. Please explain. Thanks
