FWIW, I have been categorizing articles on topics that are not city articles with the "*" alphabetization to lump them at the top of the category listing for "L.A. County". Otherwise they get lost in the clutter of city articles. I don't know if its worthwhile to create a separate category or subcategory for them, or put them under the "L.A." category. "L.A." is really the "Greater L.A." category, but it still seems a little odd putting "Torrance High School" in the "L.A." category. So as a stopgap, I'm just sorting them out.
